1. Government Institutions
In 2004, then President Gloria Macapagal-Arroyo had issued Executive Order 301 ("Establishment of the Green Procurement Program for
all Departments, Agencies and Offices of the Executive Branch of Government") and Section 3 mandated the National Ecolabeling
Programme Board to provide a list of all certified environmentally sound products.
At present, there are already various efforts at the DTI and DENR, the LGUs like Quezon City and Pasig City, the NSWC and the DBM to
prioritize green companies over the regular ones for their government supplies and projects.
2. Private Institutions
In response to the UN call to address climate change, the Philippine-based industries, especially those with mother companies abroad,
began making their social contribution by providing goods and services that are environment-friendly.
Most importantly, business sectors now recognize the adverse environmental impacts of their products, and incorporate responsible
environmental considerations into their product design and production processes.
As more and more business companies and entrepreneurs engage in Green Business, eco-friendly products and services in the market are
being offered to help society.
The Green Purchasing Alliance Movement (GPAM), a strong organization of 82 companies and the Philippine Institute for Supply Management (PISM), the biggest network of Purchasing and Materials Executives in the country is currently involved with "Greening the Supply
Chain"
activities and projects to involve
companies in the
Green Economy Agenda.
3. NGO and Environmental Advocate Groups
In the Philippines, there are a lot of environmental advocates who belong to the NGO sector. The Philippine Council for NGO
Certification (PCNC) has a long list of
duly-registered environment and health advocates that are looking for green products and services.
Most of the huge private companies have their own Foundations that produce environment and social programs for the company, to make
them more socially-acceptable around the communities they are operating.
4. Individuals
The target individuals are
- women (because they have influence over many consumption choices;
- the elderly, because they carry traditional values of frugality;
- youth, because they represent a high proportion of the population in poor economies;
- the affluent middle class, because they have the most buying power and are usually the most educated;
The individual consumer needs a venue for environmental purchasing in order to empower them in demanding and using
environmentally-preferred products and services. The PHILIPPINE GREEN PAGES will serve as an effective venue for these
consumers to locate these products and services for their usage.
